For new affiliates with no marketing experience, I've been told that traffic exchanges and classified ads are a good method. Another way would be to write a blog piece on the business and send it out to one's subscribers and readers.
There aren't really any best ways to start marketing, because each method is a good way to get one's foot in the door of the marketing world.
