Actually, I don't know how possible this really is. I've had PSA's who really rock it for a month or two then suddenly disappear. Conversely I've also had PSA's who have been dormant for months or years then suddenly appeared and really rose to the top. In fact, I've done this myself.
You would obviously identify a PSA who is working the program as one with the possibility to be a superstar and provide all the support possible to see if he or she will realize this.
I think the best you can do is work with what you have - for those PSA's who are actually working the program, you would provide encouragement and for those who are simply a name in your genealogy you would provide encouragement. You really never know who will shine.
A final thought - you could propose a challenge to your PSA's - something requiring that he/she would reveal their goals (maybe an essay type of contest). Of those who respond you may be able to determine someone - or even more than one - with the potential to be a star based on the answers to this question.
