I wrote the first sentence JUST to show that bribing PSAs or CSAs never ends up good..
You are creating dependency then.. I know you did not talk about bribes but that is the first "feeling" I got when I read the question..

All you can and should do is offer your help to serious people.
If some PSA (or maybe even CSA) is shy a few points at the end of the month and you KNOW they are trying whatever they can then OF COURSE you could send some TCredits, Gift card or whatever to help.

But offering people something BEFORE they made up their mind to take SFI SERIOUSLY i would HIGHLY discourage..

But this is just my personal opinion :)
