The answer I will give you is my personal opinion only. I recommend that you help your affiliates become Executive Affiliate 2 by acquiring 1500 VP in their first month by completing the getting started actions on the to do list and then another 1500 or 2000 VP by setting up a standing order.
The next step is to help them sponsor affiliates and build a team as soon as possible.
I only recommend them to be a team leader once they have a team of active affiliates both PSA and CSA so that they can gain enough matching VP to maintain the team leader rank.
In short do not allow your downline to become team leaders without having a team first.

out of my own experience because I used to be a Bronze Team Leader for more than a year but I did not have a team so I had to spend more money than I. Could afford to maintain this rank but without a team I could not go on to the silver and the Gold etc...
So now I will go at it another way by staying EA 2 until I save enough money and be able to afford sponsoring and team building.
