I don't think it's up to you to decide for your new PSAs whether they should go all out or take it slow.
The best thing you can do is to inform them of the pros and cons and then leave the decision up to them.
I found that by becoming a Team Leader early on, I had the goal every month to either keep that rank or improve it. This gave me a lot of motivation to work on building my business.
Be thankful if you have new PSAs working on becoming Team Leaders. With most new PSAs you actually see no action at all!
