I am going to reply to your question using my own experiences
First I always look at new Affiliates Profile information, if they have done it, this will give me an idea if the affiliate is good at Internet Marketing, what the expectations are upon joining SFI, and more
Second step, is to see if this new member has started to recruit already, from my experience if you get new affiliates and they start recruiting within the first week, even before they reach EA, this is someone you want to help reach the top, and so encourage this person as much as you can, with advise, a small gift, praise him / her, in your Stream Tab, Forum and help them to FLY
If on the other hand I see an affiliate, just doing all the LAUNCHPAD lessons, and any other Action that catches they fancy, but ignore the DAILY Actions, I will send a reminder that SFI, is a real business, and therefore just clicking to get to Team Leader, without the Knowledge, or a team, he/she is not going to succeed, as they are missing the most basic training offered by SFI
I also have had instances where the affiliate is the one asking me, if it is worth going to Team leader, and most of the time I will tell them to maintain EA, or, if they have reach BTL, and have means of maintaining a SO, I will advise them how to maintain and keep to BTL
SO to summarize, keep tabs of your " movers" and advise than accordling
