Yes I believe so going by personal experience.
In the first month, I believe making EA is a priority, also gaining Fast Track membership status because of the 10 - day limit. For some it comes as an extreme shock to see been set back to zero at the beginning of a new month.
My experience was a bit disorientating as I was almost at GTL in the first month - had already placed an SO, bought W3,S-builder, etc only to discover the zero setting!
It is always a bit easier parting with some money to place a standing order, SO, Wave3 in the second month [no guarantees that the Tcurrency Ledger will forever be funded to make this happen!]But by then they are used to the zero system, more aware of the difference in the benefits of staying EA or going on to TL status.
However, in the event that the affiliate is set for real business, making and maintaining first BTL should be encouraged so that he/she can be responsible for growing another level[s] of affiliates. Another level of duplication.
