My idea is not to discourage them. If they are able to get any ranks let them climb up.
They will automatically understand how they can maintain and how difficult it is to climb up without a team. So by second month end they will know it as tough.
There are good benefits for TL. The share of second home csas are worth to get. And the shiny team leader badge is good for advertising and pronouncing. So let them taste that and enjoy the benefits. Also the new plan encourages the affiliate to go higher ranks even without team.
