I think you should advise your PSA to become team leader as soon as he can.
Ask him about his goals, and how quickly he want to learn basics. This will help him stay in SFI more motivated.
I remember how i was happy firs time i became BTL, that was the day that turn around my focus to SFI. Since then, no single day passed that i wasn't active here. Now i want to become STL so badly, so i talk to people, i bid auctions, in other words i became so much more active.

So if your PSA don't have strong team below him, that's ok, i think becoming TL will help him try more to make his genealogy deeper and wider.
