The best way to approach this is to try and find Team Leaders in the cultures and languages that you are working or have affiliates in. With regards to time zones as a team leader you sometimes have to put yourself out a bit.
As most of our work is done via email the time zones do not effect us too much, but if you want contact via telephone, Skype or IM then it will be up to you to get a time agreeable to both of you.
In the past I have been up at 3am to speak to people I needed to contact or a webinar I needed to be on.
