Basically this is true because in this job you will need to invest something. Your time or your money. In beginning you can advance with investing only your time, and I mean more time more success. To round it, about couple of hours on daily basis it's enough. ( by that I mean and manual advertising )
If you pay some adverts for your business than you will need to invest smaller amount of time. And if you buy some s-builder, PSAs, SO etc you will need to invest just a little bit of time to do your daily actions and to see whats going on.
