Reassigning them wouldnt be a great idea. You will be passing out bad seeds to your PSA and remember that your PSA are your hope in succeeding in SFI if they find the program lucrative and working. Look it at this way, how would you feel if your sponsor gives you inactive PSA? It wont motivate you at all.
Best advice would be to try and communicate to them to logging they SFI account so as they can learn how the program works. This wont work with your first email, it will take days and weeks to get them to login. Well, if they dont, just like dried woods, the SFI system will deactivate their account and life moves on.
