Neither one of these can guarantee active affiliates - so it is still money spend in blind faith that you will get a decent number of working, active affiliates.
With the co-op you get affiliates over a period of time - so if you are not very patient (like me), it is not the best option.
With PSA's to go you get your PSA's immediately - for me this option is more rewarding because I see what I paid for very quickly and I can start them all on the same page and do my best to get and keep them active.
Remember - there are no guarantees, so do not spend money on either and expect an instant workforce - you still have to be an awesome sponsor and even if you are, they might or might not react favorable.
