To promote the ECA program, you can promote it to everyone. Those who are not online or do not use internet, you can convince them to go online or use internet by showing them the benefits of being online and/or using internet. Show them also what they are missing for not being online. Every business person wants to succeed. They will do whatever to grow their businesses.
