In this situation, I believe you are talking about PSAs who are only interested in the sales side of the business. They are keep to refer new TripleClicks members, and perhaps to open their own ECA store.
Encourage them in this!
SFI is an affiliate program, and good affiliates can make a lot of money by promoting TripleClicks. If that's the route they want to go down, it isn't your job to try and force them to do something they're not comfortable with. If they have lots of customers earning them VP on their purchases, you will still earn plenty of matching VP based on their efforts!
At the same time, make sure they understand the benefits of duplication, then let them make their own choice. One of the biggest benefits of SFI is that it has something for everyone.
