I say do the same with this affiliate. We should not treat our fellow team members any different than we treat someone that we know "face-to-face". Afterall, they are real people.
I would acknowledge the fact that they have logged in after being inactive. I would send them and Ecard or an email. You can say something like:
"Hi, it's good to see you. How have you been?"
I would also let them know that you are there to assist them if they have any questions.
