Most affiliates do not come back after leaving. He might have left due to personal reasons which you may not know. Acknowledging him/her makes him/her feel important to your team.
If he/she is active again and continues working in SFI, you are going to earn from him.
What I think you should say:
You could send him/her an e-card to welcome him/her back and tell him/her that you are happy he/she is back and you believe he/she is going to be successful in SFI and he/she is not going to leave again.
