I'll first welcome him/her back and tell him that how glad I'm to see him/her back.
Then,I'll try to find out from him/her why he/she was inactive for so long,and hope that it wasn't for health reasons or anything bad happened to him/her.This will show him/her that you care for him/her as a person and not just as an affiliate in your team.
If the reasons of inactivity were related to SFI,then I'll ask what difficulties forced him/her to stop.
I will then offer to help him/her in anyway that is possible to get him/her on his /her feet again,and assure him/her that I'll be there should he/she needs any help.
I will then send him/her a welcome back gift,it could be TCredits or a gift certificate to encourage a new start.
