In my opinion, I don't think we should push our downline to move up a level unless they are actualy ready to, because once they obtain that level, they will need to maintain the level each month. If they can't then it could easily cause them to lose their motivation.
With that said, as a leader if you want to motivate them to move up, the best way you can do that is to set up a co-op. Help them build their downline. As their downline becomes stronger, it will boost their vp and push them up the ladder of sucess. As you know, creating a co-op and giving them PSA's will not hurt you, because they are still in your downline and should something happen to the EA you gave them to, you will get that PSA back. In my opinion, this is the greatest way you can motivate your EA's to become leaders. Give them someone to lead.
