In my experience, the best way to use the WAVE3 X-Cards is to keep them in your car. Whenever you are out and about - shopping, at work, wherever - people will stop you and ask what's that on your car. Tell them about TripleClicks and hand them an X-Card. This way, they are more likely to sign up then if you walk up to random people and hand them a card. They've seen your ad on the car, and they've heard information from a real person. This will give them the confidence that it isn't a scam and they will gladly check it out.
