I think that You should first find out what is happening in their lifes, minds, so that they became inactive. Make Your aproach little more personal not just business like, so they can see that You are care for THEM, not just the business.
I would put-up some kind of a challenge for some benefits to ones who fulfill that chalende...on the leadership page, and send them a notification about it.
But first of all do not let that "take You down". Keep Your business rolling, maintain Your status..they will see that too.
At the end if they do not get active, others will. Get on harder on advertisin Your business for new affiliates, grow Your team.
