"How do you ensure that the TC gift cards you send out are used...and what do you do when they are not?"
We can not ensure they are used once given out, but we can check to see if they have been redeemed or not, if not we can give them to someone else. However keep in mind that SFI awards us our points right away when we input the details into the gift certificate manager.
