Send a follow-up letter to remind people they have a TC gift card and explain how they can use it.If you know them you can send them a couple of links to items you know they will like.
If you don't know them,you could make a small selection of items so that they will get interested to have a look at what else is available.Tell them there are almost 100.000 products on TripleClicks.
If they still don't use them,there is not much one can do,we can't force anyone.
