It is better to have 10 working Downline, than 6,000 non working sign ups.
For a mere $10 you can buy some sign ups from one of the reputable places for either sign ups or hits, and for your area, ask the forum or a2a friends in your area what they prefer for an ECA with that service.
If you do all of your daily actions, and a standing order for 1500 you remain EA and that is success right there, freeing you up to train your new downline, and sell product.

So it depends what you mean by no success. This can be accomplished, buying 10 downline in 5 minutes, they arrive in hours.
