I believe online would be better. When sending them, advise recipient first that you are sending it, and procedures to implement them. This way, they will be watching for its arrival, won't overlook it, or accidentally delete it.
It's pretty hard to lose an online card, and easier to use it when it's already online, easier to use.
Face to face gives a person opportunity to pass on the receiving, whereas if you online it, they are more likely to make use of it, since it's already "there":))...
