Communication means the giving and receiving of information!
Communication is best way to make contact to explain any thing in life.So I would suggest send your PSAs and CSAs regular tips, Encouragement and Inspiration.
There are many ways to accomplish this
1....send them an E-cards
2.....Send them messages via PSA Mailer, CSA Mailer, or Genealogy Group Mailer
3.....Send an emails
4.....Connect on social networks/platforms
5......Connect on Skype
6......have a website /blog to show examples
This can only be achieved if the PSAs or CSAs returns your actions .So for this to be truly effective you need to get that relay to your leader messages and unfortunately the response so far is not like as I would like.As a team leader you MUST become friends with your Team this can only happen if the PSA or CSA feels the same way about communication!
