While both are equally effective in your advertising, unless you have a regular hosted website that is already drawing in visitors the blog will get visitors to your website quicker than the regular hosted website.
The reason for this is the content is more likely to be changing and updating far more often on a blog than a regular website. I would suggest an updated article at least every other day until you have 50 plus articles on your blog. You can then ease off a little bit but you still need to be updating your blog regularly.
Once you have a blog running and drawing in visitors then you can go about building a regular website and promoting it in the search engines. Whether you go for a blog or a regular website you are going to have to take particular notice of your search engine optimization.
