If you are good in English, you should focus on English speaking countries like USA, Canada, UK, Australia, India. Why? Because USA and India have so many shops on TC, so your new PSA will be able to buy in local shops, which will help them gain sales VPs and action VPs when rating the product. For now they are the countries where economy is a bit stronger and they can afford buying stuff.
China is another place which in interesting, but mostly for getting ECA referrals. They are looking for places where they can sell their products.
For newer members, maybe it would be advisable to advertise first in their own countries due to language and cultural issues and to gain confidence first.
