I am sorry but no matter what you do you can not "assure that duplication happens in those you sponsor". We can only assure our actions, and by being the best sponsor we can be we can increase our chances of maximizing duplication.
One of the best gifts we can offer to those we sponsor is the gift of our full attention. How rare and precious it is to receive someone’s undivided attention! How hungry many people are to be truly listened to, to know that someone is setting aside his or her own needs for the time being and making space to hear what’s on their mind! That is a gift we want to give to those we sponsor, the gift of a listening ear.
Do not try to listen to those that say nothing, encourage them to reach out to you but you can not make them speak. Offer the encouragement to those that express their need for support. Give those your attention to develop duplication.
It might take you sponsoring 20, 50, or 100 to get one who will understand duplication and lend their ear to the ones they sponsor but if you never give up you will find them.
