This is a difficult question to answer Mary, as there are literally hundreds of Safelists available on the internet these days. I have used many, many, Safelists and Traffic Exchanges over the past few years, and luckily have now wittled them down to a handful that actually work, totally through trial and error. I think the best advice I can give you is to Google 'safelists' and 'traffic exchanges', and all the really good ones should be on the first 2 pages of your Google search. Even the very best have a FREE joining option, so if you are just starting out I suggest you stick with these, and then as your SFI business grows (and your budget increases)it is probably a good idea to slowly join them (the best performing ones, anyway), and then you can start earning good commissions from them as well as receiving hits on your website.
From my experience, the sites that constantly hound you to upgrade are not all that good, the best sites I have found let you get a good feel for them before they wish you to upgrade, that way you are happy with their services and you would be confident in investing your money with them.
