It is certainly harder with a downline that is not working, but this is the reason we continue to recruit, to build a strong, working downline. I would suggest buying into the S-Builder co-op, classified ads, and talking to everyone you meet to get new recruits.
One answer suggested that you are not sponsoring correctly. I disagree with that. Most people are just not going to stick with the program, but the few that do are the ones you need to work with. Don't waste your time and energy on those who are not giving any energy back.
