You can still build a successful SFI business by giving them a wake-up call and tap their potential. They still can be motivated to perform. Keep in touch with them via the mailers while working with the movers.
Some of them maybe a little hesitant to invest some money upfront. Rewarding those who chalked up at least 1500VPs during first month for a start with gift certificates will motivate them and they might just continue to perform and maintain EA2 or even Team Leader ranks.
Go through your genealogy and pick on those who tried to login during the last few weeks. They could probably be exploring again. Send them a mailer about sponsoring and marketing aids. This could encourage them to start performing. Never give up on them.
