Select all or just a few affiliates according to their activity and offer a challenge or game. Such as 5 TCredits for getting a new badge. TCredits are always a good incentive. It also gives them extra opportunity's to be more "SFI/Tripleclicks Active"
I suggest you include all your down line. You never know when that inactive affiliate could suddenly get going.
