I think the issue here is the idea of 'qualifying' for anything at all. Earning EA by buying a few things is not building a sustainable business. Buying things to get EA is taking the easy (lazy?) way out. Instead, you should be focusing on doing things that will grow your business, and if you happen to make EA or better, then great.
As already mentioned, you can earn somewhere around 450 points a month without buying anything at all. If you successfully sponsor 10 or more people who get to EA2 or higher, then you can earn your way to EA status. To get to that point will take some effort on your part, but not any money.
So when it comes to purchasing stuff, you should be thinking about what is going to be most useful for your business, not what will get you the most points. When we look at what tools are good for your business, then in my opinion, the IAHBE may be useful, and the S-Builder. The X-cards may also be useful, depending on how you are growing your business. CSA's can be had by winning them at the auction, but there are conditions about them that may not appeal to everybody.
T-Credits are mainly for bidding on auction items. Apart from buying CSA's, the auctions may not represent your most cost-effective way of acquiring useful business tools. Rather, you're more likely to pay too much for the credits, and waste them needlessly chasing up prices for things that you don't win. (Note the term 'Win', as in you are basically gambling when you partake in the auctions.) If you can afford to play at the auctions, then you can afford to buy the other tools as you need them.
Personally, I have a Standing Order for S-Builder, and 200 T-Credits. I like playing around on the auction site, and buying some CSA's is a part of my overall strategy. Yes, I have over 1500VP on standing order, so I do get the nice little badge for that, and I also get 2 extra chances on the daily drawing. But qualifying to be an EA2 each month is not one of my goals. Growing a good downline is, and promoting SFI and Triple Clicks is a part of how I am building my business.
