Consider Eager Zebra game(s) like a lottery, where a) if you don't win a main prize. you'll get a fair reward for your "chips" or TCredits invested. The reward is 1 VP per play - so fair when you are short of VPoints and have some TCredits saved from last months, and b) if you win... oh boy, just imagine :)
