Least expensive? Would zero cost do?:-) There are lots of domains offering free hosting and quite decent service. I use one of these, it allows 5 pages, HTML and link insertion in very easy-to-handle way, using images and many other things. If you are more professional, you may even edit the source code directly. Plus you have Guest Book and Contact Form. Good enough?:-)
As far as content is concerned, I would advise you to focus on SFI, but still give your audience wide choice, or at least an illusion of that.
E.g. I do it in the following way:
The site is not about SFI, but you get the impression it is on the top. No sites competing - I mean mostly other affiliate progs - are offered. But I offer variety of promotion tools I use myself - PTC-s, Traffic Exchanges, Mailers, some other facilities.
The result is the reader may feel like in a store and the question is not whether to sign-up, but where to sign-up. As SFI stands in the focus, it is most probable target, but if your visitor joins under you somewhere else, I think you won't object too.
Draw your visitors' attention that you always update your offers. The simplest way is to use one of your pages as kind of blog with recent news.
