You will have to develop a strategy for this, and it will take You some time to do it at an on going pace. You will need around 63 current S-Builder units to achieve a rate of 100 PSA's Per Day.
Be sure that Your bidding does not carry beyond $22 for any one unit, or You will be exceeding Your budget. Note that it is relatively common for an S-Builder unit to sell at or below $5.
I estimate that it will take You at least a Year to acquire the number of S-Builder units that will be needed, as there are limitations on the number of wins that You can have in any one week. Developing a positive attitude about winning, while utilizing the least amount of TCredits to accomplish Your goals will be necessary in order to keep within a modest budget.
