I think it is a very good idea to reassign PSAs to someone in their own country. Especially if the PSA is struggling and need some more assistance and help. He can be contacted by a local sponsor and even meet the sponsor in person which can help a lot. It is easier to work with someone that is available in your own country than to work with a sponsor from another country.
A local sponsor in your own country can also better assist you with say marketing in your country, ECA sponsoring in your own country, and even with advertising in different media that is successful in the specific country.
