Strangely enough, I thought of doing this before I'd read your question or seen it asked anywhere else, and I decided it was a great idea.
Of course, it doesn't have to be the same country although that might make things easier if you're thinking about TripleClicks. It could just be someone who speaks the same language. For example, if I have one EA2 from France and a PSA from Cote d'Ivoire, they're obviously not the same country but they almost certainly speak the same language, French.
Likewise, if you have a PSA from Switzerland, find out what region he or she is from and you'll almost certainly have their native language. So if you have an EA2 from the region of Ticino in Switzerland and a PSA from Italy, you could put them together. Of course, Swiss Italian and Italian proper are not exactly the same but they're certainly closer than English and Italian.
It might be worth remembering that the PSA you have, and that you're about to give to an EA, might just be plain useless and his or her lack of progress might have nothing to do with any language barrier. In this case, it might be better to send your EA (or whoever you're assigning the PSA to) a quick email to warn him and say that if the PSA turns out to be a complete tire-kicker, you'll send another, more active one.
