Inactive CSAs are in fact a reality.Do not worry.They will happen.Maybe some time in the future they will become active when they see the potential to make money.And make money may not be the only reason.But also maybe you cannot do much about CSAs being inactive.Rather focus on getting CSAS each and every month as sometime even statistics will make one or more CSAs that will be very active.So be patient.
