"What should I do when I receive inactive CSAs?"

Well you can't really do anything that will make a great difference.

However you should try to get in touch with them using your CSA mailer and sending them a few "heads up" messages, giving them some advice about how to make their first steps in SFI and such.

Be persistent and send them those emails on regular basis. Maybe once you will "hit the spot" and get some of them to start being active.

Unfortunately for me, no matter what i have tried with my own CSA i never got any positive response from them, inactive ones remain inactive.
