Even if they seem inactive it might just be that their time was not yet right. Now it is;) I have found people do not sign up to work at a corporation. They sign up to be part of a team and grow. Now they've found you they now have another chance to get serious with your encouragement and support. Go make a difference ;)
Let them know you are there not just for the good times but when they need help you are alongside them sharing their journey to success. Pick up the challenge of helping them to become active. Show them how to grow as you have done and are doing. A lot of us join and get overwhelmed with just how much information is available to help us...to the point of not getting a clear overall picture. This is our opportunity as co-sponsors to help as much as we can. Show willing and share your hints and tips and keep everyone informed as to what works well and what's changing so they can get in on the opportunities rather than stay on the sideline.
I have seen it work as I had someone red flagged when re-assigned to me and he took up my team mails and started to work successfully so never give up...they need your help.
