As someone with a tight budget and a low income, this question is very easy for me to answer. What I do, is make sure to get all of the "easy" VP each month from the To-do list. I use Paid To Click websites and Traffic Exchanges to make enough money to buy some TCredits. Then use the TCredits to bid on more TCredits. Also, make sure to keep in touch with your sponsor, they may be able to give you some more ideas!
For advertising, there are a lot of free resources to use: Traffic Exchanges, social media, Mailers/Safelists, free classified sites, etc, that can be used to refer PSAs, ECAs and TC members.
