That is a brilliant question being asked by most of us in SFI. I personally experienced that problem from the co-sponsors that I got from reaching EA level.
I can advise you to use PSA or CSA mailer weekly to congradulate those that performed outstandingly. And with the lessons that you learned look at your PSAs and CSAs VP ledger to see what is still left for them to do. Then you can continue on giving advices on what they can do to advance to the next level.
I did just that and to my surprise two of them started getting active. It became clear to me that they did not know where and how to start. My advice gave them light. As we speak now they are BTL while am stucked up in the EA2 level. But am happy it worked
