I think the best way is to first approach the small business owners who want to increase their business on a bigger platform. Ask them they are selling their products online or not. Then you can provide your opinion that you would be delighted if you could sit at home and purchase their products and when they seem to value their opinion you can approach with the ECA program.
Tell them the great potential of having a own online store and offering their products nationally or internationally instead of selling their product at a small place or town within a limited customers.
If you can show them the potential and the big earning and prosperity with no risk involved then obviously there will be more business owners interested to open up a ECA.
