Paid can give you more reach, but a lot of these programs never delete anyone so you can never be sure when you see a huge number of people if they're really there or if it's just a number and most of them are inactive or non existent.
I read somewhere that for every 1000 members a program shows, at least 500 are inactive.
Some admins even create users themselves to make it look like there are more people.
If you're going to advertise, I recommend a smaller program over a bigger one for this reason. A newer program is going to have more active members. And a lot of the time these ad sites are giving away paid memberships starting out, so you can get a paid account at the very start and begin building a downline to earn even more paid ads.
In the beginning, in answer to your question, a paid ad site can give you more reach, but you can get paid advertising for free if you're in the right place at the right time, which is at the beginning.
