Very interesting question, which I believe that all think. You never know who will be an active. Until you start to advertise and until you turn on the new members, you will not have active people.
But when they register you need to motivate them and provide them with help and support, in every way. Even if they aren't much interested, they can become if you informed them well and make tham in work.
