There are many many circumstances which affect how quickly people are successful with SFI, all of them relate to the person in question.
Some people are driven and work incredibly hard, yet even they can fail if they do the wrong things
Other people appear to do very little, but by doing just the right things they become successful quite quickly
Of course there are factors like time, regular attendance (Sounds like school!), and of course money, the more of each you provide the faster your business will grow.
What you as a sponsor need to do is to encourage the activities which will best enhance you PSAs abilities, make sure your team are advertising, and encourage them to advertise in the right places, social networking seems to be a good place for the novice to start, find groups which are interested in on-line business, then show up regularly and discuss what is already there with you SFI links in your signature, as people start to recognise and trust you they may start to see what you are up to.
