In the case of the latter... guide them to the most VP for the least amount of money. Making sure that they get all of their action points for the month. If an affiliate isn't logging in every day and getting all of their Free VP, then they too fall into the first category of; they really don't get it. And they probably won't be in your genealogy for long.
