In fact, the answer to your question is included in... your question. What I mean is that building your downline at any MLM, and SFI is one of them, is a never ending process. So the best approach is the combination of both ways you mention in your question.
You should sponsor new affiliates all the time, spot the real movers and then work with them, while sponsoring more affiliates.
This way you may avoid one of the main problems connected with MLM, i.e. atrition. After some time some people drop out. That's normal, therefore you should have a constant stream of fresh affiliates.
In a perdect world you could stop at reaching 5 people on your first level, and work only with them to help them get 5 people each on their first level, and teach them to teach their downline to get... and so on. In real world, however, an affiliate who seems strong at the beginning may get bored or tired with time and drop out. If there's nobody to replace them, you have to recruit new ones to find someone equally good. If you sponsor new affiliates on a continuous basis, the problem may solve itself - there's always somebody to substitute the one who dropped out.
Now, you might think, or judge by your own experience, that continuous sponsoring new affiliates is time consuming. And it is. You might ask yourself, however, how much your time is worth, and be willing to spend some money on a service that guarantees you a stream of fresh affiliates each month. I have done so. I found a good service offering me 15 (10+5) guaranteed PSAs each month and I forgot all about recruiting. The time I have saved (no need to click links in safelist ads, text exchanges, etc.) I've been using for leadership tasks, communication with my Affiliates, writing weekly and monthly newsletters both for the "general public" and for the "movers", no matter whether they are PSAs or CSAs.
In my opinion, therefore, only a combination of constant sponsoring/recruiting with working with the workers can provide satisfactory results.
